Why Permission Is Not Authority: The Gap in AI Agent Governance

The Permission Model Was Built for Humans
Every enterprise runs on permission systems. RBAC, ABAC, OAuth scopes, IAM policies -- these are the building blocks of access control. They answer a simple question: can this identity access this resource?
For human users, that question is usually sufficient. A developer has permission to push to a repository. A finance manager can view the budget dashboard. An admin can create new user accounts. The permission check is binary -- yes or no -- and it works because humans bring context, judgment, and accountability to every action they take.
AI agents do not bring those things. They bring speed, scale, and relentless execution. An AI agent with permission to "write to the database" might execute a thousand write operations in a minute. Each individual operation passes the permission check. But the aggregate effect might be catastrophic -- overwriting production data, triggering cascading failures, or violating business rules that no one thought to encode as permissions.

What Permission Gets Right
Permission systems are not broken. They solve a real problem -- controlling who can access what. The Four Things Permission Systems Miss
1. Intent Understanding
Permission systems see resources and operations. They see "write to database" or "call API endpoint." They do not see intent. They cannot distinguish between an AI agent deploying a routine configuration change and the same agent deploying a change that will take down a production service.
Authority systems classify the intent behind every action. When an AI agent submits a request, Intended does not just check whether the agent has access. 3. Domain Context
Permission systems are domain-agnostic by design. The same RBAC model handles access to a code repository, a financial system, and an HR database. That generality is a strength for access control, but a weakness for governance.
Authority systems understand domains. A deployment to staging means something different than a deployment to production. A payment of $100 means something different than a payment of $100,000. 4. Cryptographic Proof

Consider a concrete scenario. An AI agent has permission to manage cloud infrastructure. It submits a request to terminate 50 EC2 instances. The permission check passes -- the agent has the right IAM role.
An authority system asks different questions. What is the intent? Infrastructure scaling. What is the risk? The instances are in a production environment, and 50 simultaneous terminations exceed the normal pattern. What does the domain say? The SRE domain pack flags bulk termination during business hours as high-risk. What is the policy? High-risk infrastructure changes require human approval.
The result: the action is escalated. A human reviews it, confirms it is a planned scale-down, and approves. The decision is signed, the evidence is bundled, and the audit chain is extended. The action proceeds with proof that it was authorized -- not just permitted.
