You pay per authority decision, by risk tier.
The open layer is free and Apache 2.0. On the hosted Platform, every authority decision is billed by risk tier — after a one-time free allowance of the first 5,000 Platform decisions. Enterprise is contracted, single-tenant, with signed SLAs. Schedule 2026-09-23.2.
01 · How you pay
Two metered doors. Open source under them. Contracts when you need them.
Both self-serve doors — Gateway (software) and Edge (physical) — bill every authority decision by risk tier. Software decisions draw on a one-time free allowance; Edge is priced to the stakes and has none. The open layer beneath is free and needs no account; Enterprise and Sovereign are contracted engagements.
Apache 2.0 — no account
The Open Intent taxonomy, the OpenClaw perimeter, the @intended-inc/sdk, and the operator CLI. Self-host, fork, contribute, verify a sealed token offline. Not a plan — the free foundation everything else sits on.
First 5,000 free (one-time), then $0.01–$0.05 per decision
Agents acting on your software — deploys, refunds, data access, tickets. LIM-backed interpretation, Ed25519 token minting, the hash-linked audit chain, every integration. Your agents act; Intended decides. The first 5,000 Platform decisions are free, once per workspace (one-time, not monthly); after that every decision is billed by tier — Routine $0.01, Consequential $0.05. Denied, escalated, and approval-required decisions count like any other, and an intent is billed at most once.
$0.10 per decision · no free allowance
Agents acting in the world — robots, cobots, AGVs, drones — verified at the edge before the actuator moves. Every edge decision is billed at $0.10; Edge has no free allowance. Billing is capped at 25 decisions per mission. In beta — join as a design partner for early credits and discounted rates.
Contracted or air-gapped
Isolated single-tenant control plane, your own signing keys, signed SLAs, on-prem / private-cloud, committed volume — or a fully air-gapped Sovereign deployment, available by request, where no action data leaves your boundary. A conversation and a contract, not a checkout.
02 · The tier schedule (2026-09-23.2)
Every decision is billed, priced by risk tier.
The tier is assigned deterministically from the decision’s Open Intent classification code — not a risk score — and recorded in your audit trail. Every outcome is billable (allow, deny, escalate, or approval-required); an intent is billed at most once.

Action override → Consequential. Regardless of category, an action whose verb is destructive or an outbound send to a customer/external party is billed Consequential (Edge still wins). First-token verbs: delete, purge, destroy, decommission, erase, wipe. Verb phrases: hard-delete, drop-table, drop-database, drop-collection, send-email, send-sms, send-message, send-notification, send-to-customer, send-to-external, email-customer, email-external, sms-customer, notify-customer, notify-external, outbound-email, outbound-sms, outbound-message, outbound-notification, broadcast-external, broadcast-customer, dispatch-notification.
03 · Always included
The guarantees don’t move with the price.
Fail-closed enforcement, Ed25519-signed consent, and a tamper-evident audit chain are not premium add-ons. They are the product. The metered plan and every contract ship with them — what differs is isolation, deployment, and support, never whether the safety property holds.
Fail-closed, everywhere
No token, no action — verified at the action boundary, not by us. The invariant is identical from the free SDK to a dedicated single-tenant deployment.
Portable audit chain
Hash-linked, WORM, cryptographically signed and replayable. Per-tenant public-key (JWKS) verification is live. Export it and hand it to an auditor — free SDK, metered plan, or contract.
Open layer underneath
The taxonomy and clients are Apache 2.0. You can rebuild enforcement against the open standard if you ever leave.
04 · Allowances, caps, and how counting works
The rules that decide what you’re charged.
- Free allowance. The first 5,000 Platform decisions are free, once per workspace, shared across Routine and Consequential — a one-time allowance, not a monthly reset. Edge has no free allowance — every edge decision bills from the first.
- Not billed. Service errors (5xx / timeouts), decisions the engine can’t classify (when no token is issued), a human resolving an escalation, and identical retries within a 10-minute dedup window — including a retry with the same Idempotency-Key or a re-submitted denied/escalated request.
- Edge mission cap. At most 25 billable decisions per mission. A mission expires 24 hours after its first decision, after which requests under it are rejected.
- Continuous control. A streaming edge node is billed at most once every 60 seconds; individual actuation commands within an authorized task are not separate decisions.
- Edge grouping without a mission id. If your integration doesn’t send a mission id, we group your edge decisions per actor per UTC day so the mission cap and lifetime still apply.
- Gateway observe mode. Decisions evaluated in observe/shadow mode through the enforcement gateway are free for the first 30 days per tenant, then billed as decisions.
- Spend controls. Set spend alerts and an optional hard cap. Past the free allowance with no payment method, requests are rejected with an explicit error until you add a card — the allowance does not come back next month. Once a spend cap is reached, requests are rejected the same way until the next month or until you raise the cap. Rejected requests are never queued and never allowed by default. Tokens already issued stay valid until they expire.
